Mr. Kirpal Dhillon (IPS):

Kirpal Dhillon served in the Indian Police Service for three and a half decades during which time, he served in some crucial slots, both with the state government of Madhya Pradesh and on deputation to the government of India. These slots included senior directing staff at the Indian National Academy of Administration, Joint Director Central Bureau of Investigation and Director General of Police, Punjab during the critical days of Sikh militancy in India. He was also Director General of Police of his home state of MP. After his retirement from the the IPS, he served a term as Vice Chancellor of Bhopal University and later joined the Indian Institute of Advanced Study Shimla as a Senior Fellow. He has written extensively on policing, order maintenance, extremism, terrorism, sectarian conflicts, Indian constitutional issues and human rights. He has also participated in conferences and lectured extensively in India and abroad. He remained associated with a major human rights entity, the Commonwealth Human Rights Initiative as a member of its executive council for about seven years. His written work includes, besides innumerable articles and essays, three books namely,Defenders of the Establishment: Ruler-Supportive Police Forces of South Asia; Police and Politics in India and Identity and Survival: Sikh Militancy in India 1978-93.
